Report of the 15th Meeting of the EASC

The meeting was held from 3rd to 4th June 2011 in accordance with the calendar of EAC activities for the period January to June 2011. The meeting was attended by delegates from the five EAC Partner States of Burundi, Kenya, Tanzania, Rwanda and Uganda; and representatives of the private sector and development partners from AFSEC, EABC, TMEA, PTB, COMESA, UNIDO, COMPETE and ASARECA. The complete report inclusive of the annexes is available for download free of charge. The reports of the technical subcommittees are also provided hereafter. Specific highlights are provided for matters which are of public use.

Report of 14th Meeting of EAQATSC, 30th May - 1st June 2011 [pdf, 1.46 MB]

The East African Standards Committee considered and adopted the report of the 14th meeting of the East African Quality Assurance Technical Sub-Committee (Annex X). The report contained the following recommendations:


(1)           The scope of WG1 (Product Certification) to be expanded to include systems certification activities in order to:
(i)          Address the problem of lack of recognition of the professional competency of assessors and auditors, through registration in conformity with ISO/IEC 17024 standard.
(ii)           Bridge the credibility gap between the certificates issued by the certification bodies by using harmonized standards and procedures.  

(iii)          Harmonize the activities of the system Certification Bodies (CBs).  
(2)           Partner States were urged to harmonize national food safety policies in order to eliminate trade barriers for foodstuffs.  

(3)           Kenya to be urged to review the Alcoholic Drinks Control Act 2010 in order to remove the TBTs therein and specifically the requirement that the warning message should occupy not less than 30 % of the total surface area of the package which was causing constraints on alcoholic products from Partner States.  

(4)           The EAC Secretariat was requested to harmonize and circulate to all Partner States the notifications format for certification marks.  

(5)           Kenya manufacturers using Diamond Mark were allowed up to one year to comply with the directive to use the designated product quality certification mark (Standardization Mark) on their products.


(6)           The EASC approved the use of an independent expert to evaluate the conformance of the notified product certification marks to ISO/IEC Guide 67 and the Draft EAC Product Certification Regulations.  

(7)           The EASC directed the QA TSC to:
 
(a)           Finalize the peer assessments for the product certification schemes to determine conformance to procedures of ISO/IEC Guide 65 and systems 4 and 5 of ISO / IEC Guide 67 by April 2012.  
(b)           Provide proposals on the types of inspection systems which should be adopted by the Partner States.

The Committee considered and adopted the report for the Sub-Committee on Metrology (Annex IX) with the following recommendations: 

(1)     The EASC considered the 10 draft metrology regulations and approved them to be subjected to national consultations.

(2)      The Committee requests the Secretariat to seek for funds to facilitate the harmonization process of metrology regulations.


(3)    The EASC requested the EAC Secretariat to convene a meeting of all stakeholders and experts involved in the management, maintenance and accuracy of transit weighbridges and axle load weighers to resolve discrepancies in weighment results between Partner States.


Report of 16th Meeting of EATTSC, 30th May - 1st June 2011 [pdf, 281 KB]

The Committee considered and adopted the Sub Committee report (Annex VIII) with the following recommendations:


(1)            The EASC requests Partner States to carry out more awareness & marketing for the proficiency testing schemes in order to attract more laboratories.

(2)           EASC requests Partner States to support the EAC PT scheme through budgetary allocation once the PTB financial support ends in December 2012.

Report of 19th Meeting of EASTSC, 30th May - 1st June 2011 [pdf, 1.75MB]

The Committee considered and adopted the Sub-Committee’s report (attached as Annex VI) and the following recommendations:
 

(1)           The EASC recommended to the Sectoral Council to approve and declare the 30 Final Draft standards as East African Standards.  

(2)           The Committee requested the EAC Secretariat to facilitate the editing and formatting of the 30 Final Draft standards and those previously approved and provide the authoritative texts of these standards to Partner States as provided for in the EAC SQMT Act 2006.
 

(3)           The EASC requested the EAC Secretariat to convene the planning meeting for the Technical Regulations Framework by July 2011.

Report of the 14th Meeting of the EASC

The meeting was held from 13th to 14th May 2010 in accordance with the EAC calendar of activities for the period January to June 2010. The meeting was attended by delegates from the five Partner states of Burundi, Kenya, Rwanda, Tanzania and Uganda and representatives of development partners from Physikalisch-Technische Bundesansaltat (PTB), COMESA, UNIDO, COMPETE and ASARECA. Report of the 13TH Meeting of the EASC

The EASC held its 13th meeting from 7th to 8th May 2009 in accordance with the EAC calendar of activities for January to June 2009.

The meeting was attended by delegates from the five Partner States of Burundi, Kenya, Rwanda, Tanzania and Uganda and development partners from Physikalisch-Technische Bundesanstalt (PTB), GTZ and SADCSQAM representative.Dr. Flora Musonda, Director of Trade, EAC on behalf of the Director General of Customs and Trade, EAC welcomed the delegates and officially opened the 13th Meeting of the East Africa Standards Committee. Prof. Anastase Kimonyo, Director General of Rwanda Bureau of Standards chaired the meeting while Eng. Thomas M. Mnunguli from the Tanzania Bureau of Standards was the rapporteur.
