Technical Regulations

Governments have the responsibility to ensure that society is protected against products and services that could prove to be deleterious to the safety and health of people or the environment, and in some cases even to protect consumers against exploitation. Governments control the quality of such products and services by law, i.e. through technical regulations.

Technical regulations are related to standards in the sense that they also determine the requirements products and services have to comply with and are often based on standards. The major difference however, is that technical regulations are developed by authorities, enforced by law and all products or services are required to comply, whereas compliance with a standard is a voluntary business decision. In addition, technical regulations also include the administrative procedures used by the authorities to enforce the requirements.
